Rep. Bacon’s National Defense Authorization Act Amendment in Response to Worldwide Cyber Attacks

Increased Training for Cyber Protection of Critical Infrastructure

 – Responding to world-wide cyber-attacks, which are devastating businesses and jeopardizing the function of critical US infrastructure, Congressman Don Bacon’s (NE-02) amendment to the 2018 National Defense Authorization Act (NDAA) was approved for inclusion by the House Armed Services Committee (HASC).  His amendment will enhance cyber security training to further protect our nation’s critical infrastructure. Congressman Bacon is a member of the HASC.

"We know that America’s critical infrastructure, such as nuclear power plants, the national electric grid, dams, emergency services etc., are becoming more interconnected through the Internet and therefore more vulnerable to cyber-attack,” said Congressman Bacon. “America’s reliance on these technologies highlights a need to be proactive and defend our vital systems.”

Having expertise in electronic warfare, intelligence, and reconnaissance during his nearly thirty years of service in the Air Force, Congressman Bacon is uniquely qualified to speak on and represent this area of concern.

Congressman Bacon’s amendment will expand the scope of cyber training to include utilities and control systems in buildings. It also will encourage the DoD to develop partnerships and collaborate with non-profits and others who have already developed this specialized training.

“The Nebraska Applied Research Institute (NARI) at the University of Nebraska-Omaha is a prime example of a potential partnership. NARI continues to develop training in the design, construction, and maintenance of physical systems and facilities to protect against cyber-attacks,” added Congressman Bacon. “This week, a breach was reported in the computer systems of at least one U.S. nuclear power plant. This active threat from those trying to harm America further demonstrates the compelling need for us to act and enhance our defenses. We must take immediate action to train our personnel to fight this growing threat.”

The House Armed Services Committee has concluded their work on the proposed NDAA bill and it is expected to reach the House floor soon for a final vote of approval.
